OK, I've spoken again to BT's Regional Manager and he is happy to investigate why Cotford residents are not getting the same speed as is possible in BL.  One potential reason advanced was that, depending on the nature of your contract with BT, you may need to specifically ask to be upgraded to the ADSL2+ service (this is what gives the 15-16Mbps speed; although I appear to have been upgraded without asking).  He cannot investigate on behalf of customers of other ISPs as they often have their own equipment at the exchange and may have their own policies on whether and when they take up the possibility of improved service.  So, if you live in Cotford and BT is your ISP, email michael.j.dunn@bt.com and he will find out why you are not getting the same service as BL and how/when it will be available.  Hope that helps.
